Projects VET training activity and program completion records from the fplida spine, matching the real PLIDA TVA data structure. Two core product types per year: training activity (enrolment-level) and program completions.

- spine
Data.frame (from
generate_spine()) or NULL. If NULL, the most recent spine is loaded from the run directory.- seed
Integer. Random seed for TVA-specific generation.
- years
Integer vector. Reporting years to generate (default 2015:2023).
- output_dir
Character or NULL. Base output directory.
- format
Character. Output format: "parquet" (default) or "csv".
- return_data
Logical. If TRUE, return data.frames in memory; if FALSE (default), stream to disk and return metadata only.
Value
If return_data = TRUE, a named list with two elements
(training_activity, completions), each a named list of
data.frames keyed by year. If return_data = FALSE, a metadata
summary with record counts, years, and output path.
